スルガ銀行の勘定系システムの開発中止責任を巡り裁判になっている問題で、プロジェクトマネジメント義務として「抜本的見直し説明・中止提言義務」なるものが加わることになりそうだ。
これは、”プロジェクトの不確実性による当初想定とのズレが修正不能なほど顕在化した場合、プロジェクトの抜本的な見直しまたは中止を提言”しなければならないという事。ユーザの立場に立ってプロジェクトマネジメント支援を行う立場からすれば当然のことだと思う。
本来であれば、発注側がプロジェクトマネージャを務め、責任を持ってプロジェクトマネジメントを実施することが理想である。が、日本のシステム開発は、ベンダー側が実質プロジェクトマネジメントを代行することが多いのが実態だ。ベンダーがプロジェクトマネジメントを代行すると、”自社案件が消滅するかもしれない”という気持ちなどにより、どうしてもプロジェクトを止めることが出来ないものである。
実質的な効果や、根本的な解決への道筋は別としても、正常なプロジェクトマネジメントへ向かく、きっかけ位にはなるのではないかと思う。
少なくとも、私は「抜本的見直し説明・中止提言義務」をこれまでも、そしてこれからも確実に遂行していくつもりである。
